Contract E encompasses approximately 1 mile (1,600 meters) of I-95 and 3,500 feet (1,100 meters) of I-91 in the City of New Haven. The I-95/I-91/Route 34 Interchange will be reconfigured and reconstructed. Reconstruction will take place along I-95 between Canal Dock Road and East Street, and on I-91 between Ivy Place and Route 34. In both directions, full shoulders and a new median barrier will be constructed and new drainage, signing, and lighting will be installed. Left lane exit and entrance ramps will be eliminated and two-lane connections provided for I-91. On I-95, three through travel lanes with full shoulders and a new median barrier will be constructed.

Details of the contract are as follows:

  1. A Reconfigured Interchange: The I-95/I-91/Route 34 Interchange will be reconfigured and reconstructed to accept lanes from the new Pearl Harbor Memorial Bridge and to improve interstate-to-interstate travel.

  2. 18 bridges will be replaced

  3. Sargent Drive Loop Ramps: Loop ramps near the Sargent Drive/Brewery Street intersection will be removed.

  4. Sargent Drive Realignment: Sargent Drive will be realigned between Canal Dock Road and Brewery Street.

  5. Water Street: Water Street will be widened from East Street to Brewery Street, for two lanes in each direction.

  6. Wooster Street On-Ramp: The Wooster Street on-ramp to I-95 NB will be retained.
