OVERVIEW

The Connecticut Department of Transportation (ConnDOT) is improving traffic operations along Interstate 95 in Greater New Haven. ConnDOT's I-95 New Haven Harbor Crossing (NHHC) Corridor Improvement Program is a multi-modal transportation improvement program that features public transit enhancements and roadway improvements along 7.2 miles (11.5 km) of I-95, between Exit 46 (Sargent Drive) in New Haven and Exit 54 (Cedar Street) in Branford. The Program includes a major signature structure for Connecticut - the new Pearl Harbor Memorial Bridge. Throughout the reconstructed corridor an architectural theme, featuring coordinated color and design elements, has been incorporated into designs. This is the State's second implementation of architectural design guidelines for a corridor (the Merritt Parkway being the first).

The existing Pearl Harbor Memorial Bridge opened for operation in 1958 to accommodate 40,000 vehicles daily in each direction. Today, that volume has increased to 60,000 and is expected to increase to 70,000 by the year 2015.

ConnDOT and the Federal Highway Administration (FHWA) have worked closely with the South Central Regional Council of Governments (COG) and other federal and local agencies to develop an acceptable strategy to address transit and transportation needs in the corridor. The Program includes:

  • Additional travel lanes and full inside/outside shoulders throughout the corridor;

  • Reconfigured interchanges, including the I-95/I-91/Rte. 34 and
    the Stiles/Woodward interchanges;

  • Construction of a new, 10-lane Pearl Harbor Memorial Bridge across the
    Quinnipiac River;

  • A new commuter rail station on State Street in New Haven and improvements to stations in Branford, Guilford, Madison, Clinton and Westbrook; and

  • Half-hour morning service on Shore Line East trains and expanded one-seat, one train service to Bridgeport and Stamford.
